As part of the National Law Enforcement and Community Policing Integrated Network (OPS Network), the National Public Safety Alliance for Individuals with Disabilities program (NPS-AID) is a no-cost to the public* service created to help public safety professionals better assist individuals with disabilities and/or special needs during emergencies, missing person incidents, or routine public safety interactions.

The NPS-AID program securely provides first responders with critical, participant-approved information prior to and during a contact, helping responders understand an individual’s needs before arrival or immediately upon engagement. Information may include emergency contacts, physical descriptors, current photographs, communication considerations, de-escalation techniques, medical or behavioral alerts, and critical guidance on how best to assist the individual safely and respectfully.

NPS-AID is designed to integrate with participating agency workflows and can interface with Computer-Aided Dispatch (CAD) systems through secure data access methods. This allows dispatchers and responding units to be alerted to the existence of NPS-AID information when a call for service involves a registered participant, improving situational awareness, response planning, and outcomes.

A core principle of NPS-AID is privacy and data protection. Participant information is securely stored, access-controlled, and shared only with authorized public safety personnel for legitimate public safety purposes. Individuals and caregivers maintain control over the information provided, ensuring the privacy and dignity of the disabled and special-needs community are protected at all times.

Unlike localized or jurisdiction-specific registries, the NPS-AID program is a nationwide, cross-jurisdictional initiative. Participants can add or update information from anywhere, at any time, and authorized NPS-AID Chapter agencies can access this critical information regardless of where the individual resides. This ensures continuity of care and awareness across municipal, county, state, and regional boundaries when it matters most.

The goal of the NPS-AID program is simple: to ensure that every community member with a disability or special need can receive informed, compassionate, and effective assistance—whether during an emergency, a missing person investigation, or a routine interaction with public safety personnel, while at the same time providing critical information needed for our first responders.
